    Some work has been done on a refinement of the server cap mechanism. It
    now takes into account player reconnects to avoid having players
    connecting to new areas sit at a black screen waiting for a spot to open
    up in the server. Basically if you connected to the server, you have a
    spot on the server even if you reconnect to new areas.
    
    This new connection mechanism also allows priority connects. Players
    with a server rank higher than 0 will be allowed to connect to the
    server with a higher cap ceiling than normal players.
    
    New server cap info:
    maxServerConnects: 150 (this value is the total connections the server
    will allow not the amount of players that will be allowed to play)
    maxPlayers:100 (server cap for non ranked players)
    maxPlayersWithPriority:120 (server cap for ranked players)

    Inventory swaps have been rewritten to be less depending on database
    transactions. Ideally character inventory saves should only happen upon
    disconnection.
    
    The code is somewhat messy. I'm committing now so that the changes can
    be tested. Hopefully the results look promising and we can further
    refine code.
    
    Current problems:
    Interaction with db transactions and inventory transactions is extremely
    cumbersome.
    
    There is some issues with creating multiple transactions on the same
    container, then trying to apply them. Under normal circumstances this
    should not be a problem but if for some reason a person codes multiple
    transactions of the same container changing the same inventory slot at
    the same time (who would do this?) the result might not be as expected.
    
    Vault swaps can result in multiple db transactions for a single swap.
    Not ideal when considering performance.

    2. What rank is the /warg command available to?
