I think it'd be OK only if you could:
1: Get permission from the current name owner.
2: Have a way for the inactive people to get their names back.
The owner of the original name should be contacted directly via the game and they should be able to deny having the name change take place. [Talk to them on discord to organize a way to get a in-game meet up.]
Despite being an inactive account, IF YOU CAN'T CONTACT THEM, YOU SHOULDN'T BE ABLE TO GET THE NAME.
I'd say the best way to handle this situation is to just allow somebody to use a name they used to have on an inactive account that THEY own, and they must be able to prove that it's theirs. This must mean you should still have access to your old account.
The only exception I can think of to this rule would be an inactivity over a year. However, if they are active on the forums and discord, you can't take the name unless they're inactive on those things for like 4-5 months. People take healthy breaks and come back, and it'd be a bitch to see a reputable name be taken away as you arrive back.

@proplays You're saying leaving a b.gun user with 0 def is too much even thought they can 1shot pretty most things in the game.
The best way to patch an extremely overpowered item but keep its overpowered damage is to give it some extreme risks and downsides.
Could be the kill or be killed bow.
